ELECTIVE OFFICES. The city council shall be composed of a mayor and six councilmen/women who shall be qualified electors, and who shall be elected in the manner hereinafter provided. Reference to "the council" in this Charter means the city council.

(a) Mayor. The mayor shall be elected at the first regular municipal election for a period of three years and until his/her successor is elected and qualifies; thereafter the mayor shall be elected at regular municipal elections each fourth year for a term of four years and shall serve until his/her successor is elected and qualifies.

(b) Councilmen/Women at Large. There shall be two councilmen/women elected at large for staggered terms of four years each. One of the said two councilmen/women at large shall reside in the first or second wards of the city and shall be elected at the first regular municipal election held under this Charter for a term of one year and until his/her successor shall be elected and qualifies; and at the second regular municipal election held under this Charter there shall be elected for a term of four years a councilman/woman at large who shall reside in the first or second wards; and thereafter at the regular municipal election each fourth year there shall be elected a councilman/woman at large who shall reside in either the first or second wards; and he/she shall serve a term of four years and until his/her successor shall be elected and qualifies.

One of the said two councilmen/women at large shall reside in the third or fourth wards of the city and shall be elected at the first regular municipal election for a term of three years and until his/her successor shall be elected and qualifies; and at the third regular municipal election held under this Charter there shall be elected for a term of four years a councilman/woman at large who shall reside in the third or fourth wards; and thereafter at the regular municipal election each fourth year there shall be elected a councilman/woman at large who shall reside in either the third or fourth wards; and he/she shall serve a term of four years and until his/her successor shall be elected and qualifies.

(c) Ward Councilmen/Women. There shall be one councilman/woman elected at the first regular municipal election under this Charter from each of the four wards of the city for a term of one year each to serve until their respective successors are elected and qualify. There shall be one councilman/woman elected from each of the four wards of the city at the second regular municipal election under this Charter and at each succeeding regular municipal election thereafter for a term of four years each, to serve until their respective successors are elected and qualify. All ward councilmen/women shall be residents of the wards from which they are respectively elected.

(d) Each elected officer shall take office the first day of the calendar year following his/her election except that the term of the mayor and each councilman/woman elected at the first regular municipal election shall commence on the first day of the calendar month following the said regular election and that the period from said date until December 31, 1968, shall be added to their respective terms which shall then continue for the calendar year periods stated in Subdivisions (a), (b) and (c) above. Officers appointed to fill a vacancy in an elective office shall take office upon qualification following appointment and shall serve until completion of the term of the vacated office.

(e) The mayor and such councilmen/women so elected, after qualifying, shall constitute the council of the City of Winona.
