Towed Vehicles

If the City of Winona had your vehicle towed from a municipal lot or a street in the City of Winona, you will need to get a release form from the Police Department to redeem your vehicle. Impounded vehicles are released only to the registered owner or his/her designee. The owner may be required to pay the fine on a ticket, show proof of insurance, or meet other requirements (picture ID) before being given a release form to redeem a towed vehicle. If your vehicle was towed from private property, you need to contact the owner of that property for further information.

Parking Tickets

Tickets issued on parked vehicles may be paid by mail or at the Police Department Office during regular working hours. A court appearance is not required for a parking ticket, but if you wish to contest the ticket, a court date is given. Fines are due by the court date. Failure to appear in court or pay the fine may result in the issuance of a warrant for your arrest or suspension of your driver’s license. Call 507-457-6302 if you have questions about a ticket.

Gun Permits

Permit to Purchase:
Applicants for a Permit to Purchase a Handgun must be 18 and a resident of the City of Winona and have a valid Minnesota driver’s license or ID. There is no fee required for a Permit to Purchase. A Criminal History check will be done and the permit will be issued if all conditions, as outlined above and prescribed by the State of Minnesota, are met.

Stolen and Recovered Bicycles
Call 457-6302 to report a stolen or missing bike. Be prepared to supply the brand name, serial number, and license number, if possible, as well as any information such as style, color, number of gears, size, value, or additional equipment on the bike.

Recovered bikes are stored at the Bike Barn, 1104 West 3rd Street. Individuals who have filed a missing bike report may view the bikes on Wednesdays at 5:30 p.m. or Saturdays at 11:30 a.m. to see if the bike has been recovered. Call 454-6302 15-20 minutes ahead of time to make sure an officer will be available to open the Bike Barn if you wish to check for your bike.

Bicycles which are not claimed by their owners and have been held for at least 60 days are sold at auction. Auctions are generally held once in the spring and once in the fall.

Alternate Side Parking
From November 1 to April 1, vehicles parked on city streets between 1:00 a.m. and 6:30 a.m. must be on the even-numbered side of the street when the date is even and on the odd-numbered side of the street when the date is odd. This is based on street addresses; generally the north or east side of a street is even-numbered and the south or west side of a street is odd-numbered.

Alternate Side Parking regulations also apply to some municipal lots; signs are posted to indicate odd or even parking.

Vehicles in violation of the Alternate Side Parking ordinance are subject to $25.00 tickets and possible towing. Tickets may be mailed or paid at the Police Department..
