What is CitizenObsever?

The CitizenObserver is a new internet tool the Winona Police Department is implementing to improve communications between the Winona Police Department, businesses, and the community.

The Winona Police Department recently partnered with CitizenObsever.com, a Saint Paul, MN company that provides Internet communication tools to law enforcement agencies across North America.

The Winona Police Department will be able to send instantaneous alerts to local businesses that have registered to receive them. Businesses can receive alerts via fax, email, digital cell phone or digital pager.

Registered community members can receive via email, digital cell phone or digital pager, local crime alerts and other important crime prevention information directly from the police department. The Winona Police Department can also post information abut Fugitives, Missing Persons and Unsolved Cases. The department can put critical details about the cases they are trying to solve in front of a watchful public. Registered users have the ability to email information abut a crime directly to the person handling the case.

Participating Departments have already6 cleared several warrants using the CitizenObserver tool set.
